Principibus longe ab domo excitis, ipsum qui concilium indixerit non adesse! Cui non apparere eum affectare imperium in Latinos?

Is this infinitive with indirect speech? To whom is it not plain he seeks to rule over the Latini? (he says)

I take it that excitis here means called away. So the sentence is "the leaders having been called far from home..."
