Using them, no, assuming you are from a GATT-treaty nation. But archive.org making them available on the internet is, yes. I'll remove the link from the original post.

Sorry, if I have infringed on any copyright. That was not intentional. Just in case, I have also removed the links from my homepage. I will be more careful in the future. By the way, why does hailing from a GATT-treaty nation (I guess now WTO, isn't it?) make a difference?
