Note about the Greek: since there is still no easy way to put an accent on top of a makron, I decided to omit the accent on long vowels that are taking an acute accent. For example, I write Διονῡσιος instead Διονύσιος.

Is the Present Subjunctive the same as "if i was...i'd bet..."? I'd expect the Imperfect Subj.
The "I'd bet" part is missing in the translation. Maybe something like Censeo materteram...?

I switched to the accusative.

The present subjunctive is used for improbable but not impossible future events. See, for example A Parallel Of Greek And Latin Syntax 398
My intention was to translate the "I bet" idiom with a "vērō".
I chose "aut" because of what Smith has for "or"
Sometimes aut = or else; when a sudden turn is given to the discourse: cf. Cic. de Or. 2, 2, 5, omnia … bene ei sunt dicenda, qui hoc se posse profitetur, aut eloquentiae nomen relinquendum est, or else he must abandon, etc.

This part gives me the feeling of something like "I'd like to know the drowned man", as in "I'd like to get acquainted with him". To make clear that it's about the identity of the drowned man, maybe something like: ...ut cognoscam quis submersus sit (or even ...ut submersum cognoscam quis sit, with a proleptic accusative?).

Oportet eum aliquem esse. Numquam enim vīdī tot scaphās extrā simul esse.
Oportet here makes me read the sentence as if there is some obligation/duty for the man to be someone important: "(We are electing a new chairman and) it must be someone important". Maybe Patet eum aliquem esse or Non dubito/Non dubium est quin aliquis sit, but I'm not sure these capture the slight hypothetical tone I see in "it must be"...
