JWW 538 φοβέω with dative

I am having trouble construing this sentence in White's First Greek Book: ἐγὼ γὰρ φοβοὶμην ἂν τῷ ἡγεμόνι ᾧ ἡμῖν πέμψειεν ἕπεσθαι. The translation given by Rusty Mason's answer key is: "For I would be frightened by the guide whom (#520, 6.) he sent to pursue us." That requires me to take ἡγεμόνι as a dative of means or agent, but I cannot find any examples of the dative following the verb φοβέω. The verb ἕπομαι does, however, take the dative, so would it not be more logical to translate "I would be afraid to follow any guide that he sent to us."? I would be very grateful for your thoughts.
